Seems to me that having a friend with lovely vacation locations a hop-skip-and-a-jump from us, not to mention a possible little ally, might be a good thing.
Maybe they are thinking the same thing, and would rather have us as buddies than the Russians.
Maybe the two countries could work together a bit and see what happens. Worth a try, no?

Freedom for the people is still banned.
The money that they get from any of this will go towards buildup of their military and not any real freedom for people of Cuba.
Cuba will always be buddies with Russia. Look at their reopening of Russia's spy base.
Tourism is not banned in Cuba all to the contrary...the Cuban Government provides free education and medical care to its citizens so they do spend money on civilians not the military which is not large like the outsize Military here...we need Freedom in the US ferguson Mo , NY points South North and east ..
Americans are banned from Tourism. Mostly Canadians and Western Europeans go there and they are kept in certain designated areas so that they can't mingle with the rest of the Cuban society.
Their education promotes the ideology of the regime and their health care for the citizens is not good at all.
Under the Cuban government's health care monopoly, the state assumes complete control. Private, non-governmental health facilities, where ailing citizens could buy treatment, are illegal. As a result, average Cubans suffer long waits at government hospitals, while many services and technologies are available only to the Cuban party elite and foreign "health tourists" who pay with hard currency. Moreover, access to such rudimentary medicines as antibiotics and Aspirin can be limited.
