It's the states decision. Like it or not that's our system. The federal Government isnt legally allowed to mandate to individual states what they do from a health policy perspective. You'll notice Biden hasnt mandated anything to the states either. What mandates he has attempted to put in place are being legally challenged in the courts. Time will tell who they agree with.
