There has not been any evidence the police had any justification for pulling him over. Even the officers superiors have noted this.

Your claim falls apart when police are unable to articulate why they are trying to arrest him
 
Lets look at it this way…

What would have happened if police had just chased him down and arrested him without further injury?

Charges of fleeing would have been dropped because police never had any reason to arrest him in the first place.

Nichols would have a civil rights claim and civil claim for pulling him from his car, pepper spraying him and shooting him with a taser without cause.
 
This may be silly, but it looked to me like the pavement was wet, and he simply did not want to lie face-down on the wet pavement. Other than that, he was sitting on the ground, and the one officer kept yelling, "GET ON THE GROUND!" He was on the ground.

Where in the world can these cops get a fair trial?
