Hillary Clinton was not Secretary of State until 2009.

Frank Giustra, the Canadian who gave the Clintons that money never even owned Uranium One. He owned UrAsia Energy which he sold to Uranium One in 2007. Furthermore, when the deal did go through for Rosatom to purchase Uranium One, which didn't involve Frank Giustra, the Canadian, who sold his company 3 years earlier to Uranium One, 9 independent departments had to unanimously agree to let the deal go through; and which, Hillary Clinton wasn't even the signatory for the State Department.
