They require proof that service was facilitated, and not necessarily effectuated.

El Salvador can refuse to release Garcia, just like a person can refuse a subpoena. But you have to show specifically what you did to attempt service
 
You are correct that the US judicial system has no power over foreign governments.
But they do have power over those in the united states they ordered to facilitate Garcia's return.

If they can't show what they did to facilitate his release they are in contempt of the judicial order.

Judge John Coughenour, a Reagan appointee in Washington state, was the first judge to block Trump's executive order, calling it "blatantly unconstitutional."

It's a matter of the Quality and Timing of Due Process accorded to non-citizens in a Deportation context.

I think that foreigners who plan, coordinate or participate in disruptive protests and/or incite violence, directly or indirectly, against members of another religion or race, are an undesirable source of unrest and should be deported back to their own countries.
