Car companies will invest in safety features like air bags, ABS brakes, backup cameras, etc. knowing the regulations requiring them are going to be there for a long time. And thus they could recoup their investment

The most important countries -- China, Japan, Canada, Mexico, India, Germany -- know he's a buffoon, they know he's trying to "Art of the Deal" them. So they're taking their time. They'll sign agreements at some point, but they're not going to bend over for him.
