The term is one used by folks in the USA who promoted appeasement as a foreign policy towards Hitler and the Nazi's. There is a natural and rational connection between "America First" and Hitler. Trump and his speech writers don't have the knowledge to realize or know the historical implications of using the term. Or, they do, and they like being compared to Hitler and fascist ideology.
