That's California's choice. They can do what they want, it still doesn't mean that undocumented immigrants can step into any other state and suddenly be eligible for medicaid.

States administer the Medicare/aid program. It’s funded in part by the federal government. So sure as long as California and the other 13 states giving illegal immigrants healthcare are willing to forego their federal money it’s their choice. Until that happens it isn’t.
