Obama normalized relations with Cuba and opened up tourism and trade. If Trump had left it alone, they would have opened up an economy that depends on the US.

Now he has cut off their access to oil to make them dependent on US for oil

Actually, no Obama didn’t. He said that we’d normalize relations at some point in the future and only allowed travel by certain people, those who had relatives there and were from there. He also did not end the embargo.
