This is the EB-5 program for wealthy investors. He can't "sell" citizenship, if that what he's trying to do.

He says it will give you a green card (eb5 already does this) and a route to citizenship. Eb5 allows you to be a permanent resident so I guess you could apply for citizenship through the program and maybe this new program would give them preference for citizenship.
