I'm not excusing their legal debt. The main reason was "mismanagement" or in the colloquial; criminal activity. It happens here in the US all the time but in the case of Puerto Rico, it's affects were devastating. They don't owe that money to the US government, but to the wall street banking firms. To that extent, let the banks rots in hell.

In itself, Puerto Rico has no mineral or industrial wealth. It's agricultural production cannot sustain the economy. It has two basic units of wealth; land and location. It could be a tropical paradise for travelers and that is were its real wealth lays. That might work well IF the Puerto Ricans were not so complacent about criminality.....just like in the US btw.
