He has repeatedly threatened sanctions against Putin.
He has repeatedly backed down when Putin refuses to comply with his demands.
You can insist that the blowhard is actually impotent in the matter despite his boasts, but if he persists in wimping out, the perpetuation of the war is inevitable.
