Biden said he was opposed to the bill, so dems voted in step with him.
Trump should not be picking fights with repubs at this time. He wanted to suspend the debt ceiling (which is something all Presidents want), but it's not going to happen, and from what I gather, that was Roy's main objection.
Let'em shut down "non-essential" D.C. It appears we're about 3/4 the way there anyway, with all the employees who are "working from home".
No one will notice outside the beltway, so who cares?
