The only stick he has is to threaten the state with withholding federal funds. It worked on DC law firms, threatening their business, until they caved. If the Governor of Colorado wishes to cave to curry favor with Trump and avoid Federal blackmail, the Governor can cave and pardon the guilty or commute the sentence. I know nothing about that Governor. I tend to automatically support juries, verdicts and sentences, but I am not a Governor.
