The Departments and Agencies (represented by the Heads in the President's Cabinet) have the responsibility and authority to implement laws in their sphere of influence. The Environmental Protection Agency, for example, would take a new law passed by Congress that requires a cap on C02 emissions from factories, and would figure out how to implement and monitor such a law. The Agency makes the regulations and can remove or change them if they don't work out. Those regulations DO have the force of law. The Order is just to emphasize his urgency to restart the economy.
