He was required and trained not to put himself in front of a car, and required to move out of the way, and trained NOT TO SHOOT in to a moving vehicle unless they were also shooting at them, and this officer failed to follow the training and guidelines.

A bump at 5mph if it happened, does not qualify as deadly force and reason to kill her while driving the car and allow an uncontrolled car go off and kill a bystander.
