I would support an easy complaint system. Towards any oppressor of any party, law enforcement, judicial, etc. It would be more personal experience although the results of any person from a distance can be included. It would need to be proven. Local issues would see complaints against any oppressor offense, and if it piles up for one person than it goes to another stage. No circling of wagons.
