Obama has already directed immediate Louisiana, federal assistance, and tours of the state--before Donald Trump arrived. Those are the needed federal assistance officials and Homeland Security. Secretary Clinton has directed information resources be made available for help, as needed. RNC appears mainly to showed up in the stupid plane, and with no money.
No reports of offers of financial resources in aid, from the RNC campaign, or use of the private jet for relief efforts, have been reported. No food or water appears to have been flown in, on the Trump jet. No Sanitation facilities were flown in, on the Trump jet. Apparently he managed to apparently try to roust 100 National Guard volunteers from their sleep, in temporary shelters, in at least one Parish, shown on TV. Apparently a Sheriff had to be interviewed, thanking Trump for bringing needed attention to the plight--of the widely reported events in the state. No doubt that helped a lot(?)!
Trump tours flooded Louisiana, in spite of governor’s 'photo op' admonishment
So "Look At Me!" tends yet to mainly, characterize the campaign. The American Independent Party ballot in California. They did. They note that Trump is really not anti-Immigration, after all. He imports all of the labor at his U. S. locations from other nations. Manafort is gone, so apparently Putin will not be sending labor, even to Louisiana--there to take over the badly construction jobs, only to be done by people from other nations, following along the AIP Assessment. Trump will not likely offer such jobs to anyone, in Louisiana.
And probably not even, over the top.
"Crow, James Crow: Shaken, Not Stirred!"
(Republicans not notorious for bring aid to Lands of Many Nations, just coincidentally!)
