The 2020 Census cost over $14,000,000,000 ($14 Billion) with a billion or so due to COVID. So call a new Census $12 BILLION dollars.

They can be counted, but those totals should be removed for the purposes of determining congressional seats since they cannot legally vote or be represented. Let the dems count them, the key is removing that total for the purpose of determining congressional representation.

That will need a Constitutional amendment.

No it isnt it determines which party has the power. The census determines how many seats are in the house by state population. Democrats have lost so many people from their states that they will lose seats in the next census. States like NY CA and NJ saw their populations move to states like TX and FL. Those seats go to those red states. They also gain EC votes. Democrats are looking at a serious loss of power.
Thats why they opened the border and made sanctuary cities to attract illegals to replace the loss of real citizens in their states.

The number of Representatives shall not exceed one for every thirty Thousand, but each State shall have at Least one Representative; and until such enumeration shall be made, the State of New Hampshire shall be entitled to chuse [sic] three, Massachusetts eight, Rhode-Island and Providence Plantations one, Connecticut five, New-York six, New Jersey four, Pennsylvania eight, Delaware one, Maryland six, Virginia ten, North Carolina five, South Carolina five, and Georgia three.

They can do a census but its worthless for reapportionment and funds allocation.
 
It's data used to add congressional seats, so if you want your data that's fine, but it should not be used towards determining congressional seats, period.
I am talking about collecting the data for how many of them are actually citizens. Some people will oppose that when it really just gives us a clearer picture of what's going on.

We should actually collect both in my opinion. Total number and the number of just citizens.
