Terrorists could have legal access to our nuclear secrets if a president left office with such classified materials.

The president can send classified documents to the Russians and Chinese while he is in office. What difference would not allowing him to keep them when he leaves make? The fact is the president decides what his personal documents are, classified or not. That's what a federal judge ruled. That's never been a cause for concern until Biden the criminal got elected.
