I think we should all pretend to know anything any how things work regarding this congressional approval and defer to someone with knowledge and authority in the issue: Donald Trump.

Trump was not president at that time and had not really studied what a president can and cannot do. That's from 2013, Goober.

You know, you have a tough thread to deal with when your argument has to be “ Trump was a dumbass”.

When was the last time Congress authorized a president to go to war? How many times have presidents, including Democrat presidents, waged a military action without Congressional approval since the last time a Congressional declaration of war was issued?
 
With the current state of democrats in congress, giving them advance warning of battle plans would be the same as telling the enemy exactly what we intend to do and when.
