Congress created the Federal Reserve and charged it with the responsibility of managing the economy. They took steps to insure that the Fed could operate autonomously from the administration. The Fed answers to congress not the president. Congress wanted to make sure that the Fed was insulated from presidential politics.

Congress has commissioned the FED to use monetary policy to support maximum employment, stable prices, and moderate long-term interest rates. These long term goals are often called the Fed's "dual mandate" which often is not the goal of the administration. Typically administration economic policy is aimed at creating a bright economic view for voters in the next election.
