I can't be too quick to dismiss this. I mean, we need to know the age of the child. Was she 16 or 17? Or 3 or 4? It makes a difference.

And we have to ask what the parents knows to consent to the surgery, after all, it is THEIR child, and they are supposed to have custody until 18, and who knows the child better.

Until we have both answers in any given case, I cannot say Trump was totally right or totally wrong to say what he did. After all, to do otherwise is to deny children such surgery and medical procedures even with the parent's consent under ALL CIRCUMSTANCES for any reason no matter what, and I think that too is too wrong an extreme.
