Congress understands, either naturally or via the views of their constituents that the majority of Americans agree with the POTUS on these things far more than they agree with Congress.

Our system of Government IS falling apart… mostly because it was flawed from the beginning and those cracks have now undermined the whole foundation of the country. Trump is just making those cracks more visible to a larger portion of the population.
