They do not serve at the pleasure of the president. They serve the constitution of which their oath of office states....they serve no one person, they are public servants and serve, we the people, who also pay them....

Of course the president's goals and policies that are put forth by him, are a guideline for them when leading their agencies, and he can fire most at his pleasure....(but not all....like the fed chair he appointed)....but when they were sworn in, it was to serving the constitution faithfully.
