China began fielding modified and heavily improved locally produced copies of the Soviet Project 629 submarines, which were diesel electric nuclear ballistic missile submarines. We called this class of Submarine the Golf. One sank off of Hawaii. One of the Conspiracy Theories of the sinking of K129 was the location which suggested that the Chinese were to get the blame for launching nuclear weapons at Pearl Harbor. The Chinese produced missiles did not have the range, or accuracy, in 1968, that Soviet systems had.

I often wish that people were half as smart as they pretend to be. It would be a massive improvement. Especially in your case. You see, there has been tons of discussion of this issue for decades. Ever since the Cox Report of 1998. In it, the Republican Congressman‘s Intel Committee unanimously agreed that information had been going to China for twenty years and harmed US National Security. I mean, when dealing with Nuclear Weapons close enough, usually is. But when dealing with precision delivery of Communications Satellites it was a problem. A few miles off course, or too high, and it was a major issue. So Hughes Aircraft and Lorain Communications started to work with the Chinese to improve the Rockets. All with the permission of the Republican Run Administration of Reagan and Bush 41. Clinton was now a Governor.

All the while Chinese Security Services, the Chinese CIA, was doing what our side was doing too, trying to learn all they could about our secrets, and the Russian Secrets, and the French, who would sell it under the table, for a song and a dance.

During this period, the 1970’s and 1980’s, France was improving their Nuclear Weapons and Missiles. Our Scientists were prohibited from helping the French design it. To summarize that development. The fuel pumps on a Rocket Engine are essentially a Jet Engine. The exhaust from that Jet Engine is blown overboard on American designs. In Russian Designs, this superheated air, highly compressed, is injected into the combustion chamber. It increases the power of the rocket motor with not much more weight or complexity.

We had looked at that design, and decided it was too unstable, and would be too difficult, nearly impossible to make it work. The Russians had it working, and was making money off of us selling us those engines.

The same Soviet era type systems that were sold to China, and then copied by China, in the 1960’s. The designs that are essentially used today to reach the International Space Station.

The Chinese would have been right behind the Russians if not for the Cultural Revolution which decimated their scientific base.

Now, the real problem is this. Not that Clinton sent tech that nobody else would have. It was just the next step in developing the ability to launch satellites for civilian use. None of the tech was significantly different than what they were already using. It was just a little more refined. The exception was computer hardware, and encryption hardware.
