I don't understand where this tradition stems from that somehow presidents are supposed to get "permission" from the Senators who represent the state where the courthouse is based for who they nominate. There is nothing in the Constitution that requires that and when it comes to a circuit court, they cover multiple states anyway, so why should only California have a say in who gets appointed to the 9th circuit which also covers my state. Because the courthouse is in San Francisco?
