Big investors should build with their own money not federal grants so they can collect more federal grants. Section 8 is needed but like all government grant programs it has been exceedingly abused by investment banker types.

Short answer...no.

Trump is about helping people...so I can see him imposing limits to end fraud in section 8 housing...and not allowing it to be forced into the suburbs (which crashes property values) .

But end it? Nope.
