I think they should coordinate such efforts themselves. The fed has proven itself to be wasteful, incompetent, and selective about who they helped based on the political affiliation of those affected. We can eliminate FEMA and, if necessary, donate funds to disaster areas (states) when warranted.North Carolina and Florida shouldn't have been declared disaster areas then?
