Activists informally associated with antifa—which is short for "antifascist"—were responsible for some of the violence over the weekend. They have also committed crimes during previous protests: Trump's inauguration in D.C., the Portland demonstrations against the Proud Boys, and many others. This is consistent with antifa's ideology, which holds (generally speaking) that harsh tactics are necessary to combat the far right and does not believe in extending free speech to people who oppose its goals. First they have a terrorist list. However the organizations on that are foreign organizations. There is no list for domestic terrorism.
Second, there is no organization called Antifa. To say they are loosely based would be a understatement. In Charlottesville, Trump and his supporters falsely labeled counter-protestors Antifa when there was not one shred of evidence. How do you enforce that? If someone agrees with a Antifa activist then do they get arrested? That would be a violation of free speech. Even if someone says they are Antifa and commit no crime them arresting them would be a violation of their free speech rights.
