In order to figure it out all one has to do is find out how many times a president has held a gathering anywhere in Washington D.C. in any given year. There is a lawsuit now over the ballroom. Despite the belief by many Trumpers that Trump is a deity and above the law, he is human and subject to the laws of the land. Yes, Trumpers I know that shatters your world view. The Courts are right to issue an injunction against construction until the law has been followed and the review process followed.
My bet is that there are plans for it...And, that everything was approved by the corresponding development bodies in DC....If you have proof otherwise, you are free to share it.Non government projects usually have to have plans finished PRIOR to demolition.
