Trump has the lowest range of any president since Truman. Meaning, he started out less popular to begin with. Compared to others, his favorability has not dropped like Bush's (who was very popular and fell to well below the 38% being reported today.

In fact most presidents since Truman were, at one time or another, well below 38%.
