In 2015, the Joint Comprehensive Plan of Action - China, France, Germany, Russia, the United Kingdom, and the United States - agreed to release frozen Iranian assets abroad. In exchange for complying with restrictions, Iran received relief from nuclear-relate sanctions imposed by the United Nations, the EU, and the United States, but many U.S. sanctions targeting Iran's missile program, support for militant groups, and human rights record—remained in place - until Trump withdrew from the agreement.
Under TACO's reported Memorandum of Understanding with Iran, Iran states that “without the release of a specific portion of Iran’s blocked assets in this very first step – along with a clear mechanism for the guaranteed, continued release of all blocked assets – there will be no agreement.”
