Well, first, it's unlikely he could end the war on any terms that cedes Ukrainian territory to Russia. Giving away territory is specifically prohibited by the Ukrainian constitution.

But legal niceties aside, politically, would it be possible for him to make concessions? Would his own people tolerate it.
