No. He hasn’t made that claim. And, in any case, he can do those things as President (THE Executive Branch) which Article II spells out.

You don't think amassing a large military force close by was a tipoff to what was coming? Besides, the authorization could have been along the lines of the vague one Shrub got before he decided to invade Iraq. Eventually causing the Arab Spring and subsequent exodus of refugees to Western Europe, then the backlash, resulting in the rise of the extreme Right there.

It leaves me with a question: If the U.S. was just going in to Venezuela to arrest a defendant in a criminal case, which has now been done, why is it necessary to stick around to run the country? Sticking around being evidence the real goal goes beyond bringing Maduro to justice. Making the incursion a violation of both international and US law.

Leading me to ask another question, similar to the philosophical one that begins "If a tree falls in the forest........" In practical terms, if the government breaks the law, but there is no one to enforce it, has the law been broken?
