NYPD does not have officers proficient in 75 languages. They have officers from backgrounds that speak one non English language. NYPD uses Language Line.
Which is no argument for truck drivers on US highways to not speak English. Truck drivers need to be able to communicate with first responders anywhere. They need to be able to communicate with the general public, anywhere.
And, not some cities. El Paso is the only city that requires 911 dispatchers to speak English and Spanish. Even San Diego does not.
No locality should. This is the United States, speak American English or work where you can be understood.
