Plenty of people have quit before their enlistment ran out. It's a VOLUNTEER army in case you missed it. And the service can and often does stop-loss people who they perceive as critical. He was reduced in rank after he retired, not for cause, but because he didn't complete all the courses and didn't have enough time in grade, this happened to thousands of other people. Therefore saying he lied about the grade he retired in is bad faith bs.

Members who accumulate 20 or more years of active service are eligible for retirement.
No mention of having to comple your enlistment contract. Funny that.
