"Clueless" is illogical in the way it is being used. Its confused structure ignores the meanings of "clue" and "less." Here would be its logical use:

"There was no evidence, nothing to go on. The detective was clueless."

In other words, it can't imply stupidity. If someone is not given a clue, how can he be expected to know something in a vacuum?

Factually, the former USSR was a republic. Whether it always adhered to it's constitution is irrelevant. If the USA had times it did not adhere to it's constitution? In the USA were things that were ruled constitutional, then on review ruled unconstitutional?
