Shame on you for directing people to drive on Division. LOL. If you like good Mexican food, there is a great new family owned place on Hwy 2 in Elk. Los Tres Potrillos (The Three Colts). Say Hi to Hector when he greets you on arrival.
CA, I seen that place about two weeks or so ago. I drove past Elokia Lake Rd. that day just to check out Millers One Stop to see if it was still up & running & that's when I seen the big red sign. I will definitely check out "THE THREE COLTS" (I like the name!). One thinks Mexican Restaurant & stucco comes to mind but here's a log house style Mexican restaurant it just fits into the geographical area so well! 10-4 on the BIG HI & a handshake for Hector!

I think I arrived @ the GCB around 2pm? My next stop will be @ "The Three Colts" Mexican restaurant just off Highway-2 close to Elk Washington, thanks to a hot tip from Concerned American!
 
Sounds like a "tip pool" scam.
I went to a sit down restaurant over 20 years ago with a fairly large group. The restaurant had a policy of automatically adding a 15% tip on large groups, which isn't really totally out of line or even unusual. Most everyone at the table requested separate bills. BUT, what they did was the waitress came out and flashed the individual bills at the respective "couples" to show them each's total, not telling them that the 15% was already added onto the bill and not leaving the itemized bill with the couples to look at. All of the couples were all kind of doing their own thing but I thought something was up so I asked if the 15% was already added onto the bill and she admitted it was. I was one of the later ones to have paid and I found out later that most of the others had left a good sized tip on top of the 15% because they didn't know that tip was already part of the total that they were shown.
