It's a form of gentrification.
It's difficult to get the neighborhood back after Section 8 housing comes into a complex.
If you have ownership in a condo/home and Section 8 moves in.....time to sell and find another place to live. Even if it's the next block over. Property values drop in situations like this. Venezuela street gangs move in and it's over. You won't even be able to sell because no one will buy.
Think Detroit. Once homes were some of the most expensive ones in the nation. Like San Francisco or New York overlooking the Park. But now it's full of Section 8 residents and then finally abandoned. A ghost town with decaying water/sewer lines, boarded up Crack houses and falling porches.
