What exactly did Cuomo do?

His Health department, ordered nursing homes, to take back in their residents who were sent to the hospital for COVID virus, after the Hospital treated them and decided they could be released from the hospital.

His health department instructed that the nursing homes, needed to make space, in an ISOLATED wing/ward of the Nursing home, with an isolated staff that did not work in the regular part of the nursing home, and with an isolated entrance, to take in their own residents, who were returning home from their hospital stay for covid.... who were well enough to leave the hospital, but still not completely cured or testing negative yet for the virus.

If the nursing homes could not accomodate the return of their covid, once hospitalized resident with a separate covid ward as instructed, then they were to notify the Dept of Health, and the dept of health would find a another residence for them, that could accommodate the isolation ward for them or put them in one of the State's prepared ward for them..... the State's accommodations were limited, so thus the order for the nursing homes.....

Cuomo ain't going to jail for nothing..... nothing was done with malice or negligence.

the covid residents were there in the homes and sent to the hospital before their return from the hospital, so covid was present in the nursing homes and spreading, before the residents even went to the hospital, let alone being returned home from the hospital....as is the case with every nursing home infected with it, in the USA.

Testing in all nursing homes, especially of the staff working there, could have reduced deaths there.... and having the proper protection gear for the nursing home staff, also could have prevented some of the spread, imo.

What beaks my heart even more is that the same policy was used in putting Virus infected Veterans in State Veterans Nursing Homes. The worst is at the NY State Veterans Home at Stony Brook. The last Deaths Rate I saw was over 60 Veterans. It is personal for me. A good friend and my Brother Vietnam Combat who was in the home due to a disability caught the virus and died. I am so damn angry. I don't see Veterans and their families going after Cuomo.

Where to put them was Cuomo's job to figure out. He failed to abide by CDC Guidelines:
When should a nursing home accept a resident who was diagnosed with COVID-19 from a hospital?
A nursing home can accept a resident diagnosed with COVID-19 and still under Transmission- Based Precautions for COVID-19 as long as the facility can follow CDC guidance for Transmission-Based Precautions. If a nursing home cannot, it must wait until these precautions are discontinued. CDC has released Interim Guidance for Discontinuing Transmission-Based Precautions or In-Home Isolation for Persons with Laboratory-confirmed COVID-19.
None of the Nursing Homes in NY met the CDC Guide Lines.

Interesting fact: NY had 4813 deaths in Nursing Homes due to COVID-19
125 Died in NYS Veterans Nursing Homes
Florida had 650 deaths in Nursing Homes due to COVID-19 the number was less because they followed the CDC Guide Lines.
The US Naval Hospital at NY had 2 patients and neither one had the Covid-19 Virus.
