It was originaly the states who came together and created a Federal Government, not the other way around, and the purpose of the Federal Government was to serve the purposes of the states. Somehow the whole concept is flipped on its head with many.

That was done because the Articles of Confederation, which was a states rights government failed. And we don't need states passing laws like this.
