I'm a little confused by your post. Are you saying public schools yearn to be private prep schools? The real challenge in less affluent areas are the parents. The Kansas City, MO. schools lost their accreditation. They brought in a hard ass superintendent, known to turn around similar systems (a black man, if anyone cares) and was run out of town when he started cracking down on failed administrators and teachers. He also called out the parents and challenged them to do better. How does that fit into your narrative?
