Why exactly would someone be registered to vote and not vote? Yes, some people fit that, but the fact that a non-citizen can be registered in the first place should be cause for concern.
Many white folks I know are registered and never vote.

While the act does not explicitly apply to state or local contests, these entities run federal elections, and general practice has been that requirements for federal elections (including requirements for voter registration) are, by default, also used as requirements for state elections. While there is no evidence that voting by noncitizens has ever swayed election outcomes, reducing the possibility that noncitizens vote is driving this policy trend.

While the motor voter initiative was intended to do that for citizens, if that is also happening with non-citizens, that's a serious problem.
