I just checked because I suspected what you described. I was surprised that they are owned by different groups. The Fox affiliate is owned by Rincon Group and the NBC affiliate by Cowles (owner of the Spokane Spokesman Review) which leads me to the conclusion that the Fox station must contract with Cowles to provide a local news broadcast.
