Article 1 sets the qualifications for congress, just like Article 2 sets the qualifications for president, neither can be changed without an amendment. The only way around that is to ban dual citizenship all together. Just make anyone who holds dual citizenship chose one or the other.

Doesn't change anything. They'll still take foreign money. Do the bidding of the American rich, which might be worse than those with "foreign allegiance", and getting rid of duel citizenship doesn't change a person's mind.
