Overall, it is very efficient and cost effective

When it gets extremely cold (single digits ) it struggles to keep the house warm. But those days are rare in Maryland. It handles temperatures above 20 degrees quite easily

Maryland is not a state of brutally cold winters, like the Midwest.

I just had an estimate of what it will cost to get new HVAC installed, and the law-droppingly high estimate included a BACK-UP heater, because HVAC is inadequate for our winters here in SD.

We are talking -25° nights, which we had plenty of this past winter.

The goal is the elimination of CO2 emissions. No one that I've heard is being forced to replace functioning heating systems. And if you don't think heat pumps work, you might as well throw out your air conditioner and your refrigerator/freezer because they are the exact same mechanism using the exact same process.

And standard heat pumps are awful below 20º F. A heat strip is needed for proper warmth with standard heat pumps.

This is why, traditionally, heat pumps are only recommended for climates where the temperature rarely dips below freezing during the winter. They are not as effective when it’s very cold, in most cases.​

I suspect that he means a heat pump installation can maintain a well built home at temperatures to which thermostats are commonly set, at ambient temps down to 40F. But that, of course, is not "100% efficiency".

Most of us have heat combo AC/heat pumps here in Central Florida.

Works fine for the few days and nights when it gets down in the 50s and mid 40s. However it sucks for heating much cooler than that. We have to supplement with heat strips that are really inefficient.

Never would work in a cool climate.
