He didn't do that. He walked into a church Bible study, then SAT THERE FOR AN HOUR listening to the discussion of June 17th, 2015 (date & discussion possibly highly significant to the crime) and then rose up, shot 3 men and 6 women.

The target, in the case of a race motivated crime, a whole class or category of US citizens...therefore although there is an individual personal victim there is a also a tort or damage to the safety of all members of that class from such criminal motivation...therefore there are additional sanctions that apply...
