It's quite simple really. He tells the GOP that if they don't want to support what the voters voted many of them in their jobs to do, "in 2020 I will run as an Independent".
It's simple and it means game over for the GOP if they are going to side with the Democrats in any deliberate interference in the Will of the American people. It's also a bit of a dirty trick and should only be a last resort measure and I hope it never gets to this as BOTH parties should be patriotic Americans who respect the Will of the People!
I'm very analytical about politics since following it, and it would seem to me that Americans want him to address the following, generally in this order I presume:
1) Trade. Meaning NAFTA and unfair trade practices from China and the like
2) Healthcare. Repeal is done. Refinement and vote is next.
3) Illegal immigration.
If these policies are in conflict with his own party. They had better get used to being a minority government until 2020 and losing the presidency then to possible an alt-left socialist and certainly at least a far left progressive.
This is the political reality. They understand it and deal with it, or, they accept the fate that the Democrats will determine on their behalf in 2020.
