Initial funding = a token amount that will allow them to save face in midterms.

These GOPs are worried about primary challenges -- they want to be able to claim that the wall is really happening when they know it's never going to happen.

Dems should agree, as long is the amount is just enough to cover an artists sketch rendering of a wall… or purchasing copies of Pink Floyd's The Wall for local D.C. school.
